The American Recovery and Reinvestment Act, signed by President Obama in February 2009, provided $1.9 billion in State Stabilization Funds to Ohio as a means to maintain crucial government services during the economic downturn. By law, 82 percent of these funds were targeted specifically for education, while 18 percent could be used to maintain other essential government services.
During the program’s approximate two-year span, the Ohio Office of Budget and Management held responsibility for central reporting to the
Recovery, Accountability and Transparency Board
of all federal programs receiving ARRA dollars covered under section 1512 of the act. OBM also provided guidance to state agencies in the preparation of quarterly ARRA reports.
